After 3.1
After Patch 3.1, the experience required for buying new talent levels was reduced. Players who had already acquired talent levels higher than what is possible with the reduced experience requirements (shown below) did not see their talent level or Holy Seal level reduced to the new caps. For example, if you were Level 65 with Level 38 talents and Level 30 Holy Seal (the maximum for the old requirements), you have an advantage over a newer player now reaching Level 65 because that player can only obtain Talent Level 19 and Holy Seal 19. Holy Seal Level 19 can now only be obtained by sacrificing the leveling of all your other talents. If you keep all talents at zero, then you can get Holy Seal to 19, though the actual cap is higher.
